ICF International’s Jeff Horey discusses major issues and challenges surrounding workforce planning for government and commercial organizations and ways of addressing these challenges through better decision making and data analytics. Jeff Horey has nearly 30 years of experience working in human and organization performance improvement with all four branches of the U.S. military and joint forces as well as a variety of federal agencies and the private sector. He is considered a thought leader at ICF in the areas of workforce planning, competency modeling and measurement, and cost-benefit decision modeling. His contributions include developing staffing to workload models and decision tools for the U.S. Air Force (USAF), U.S. Marshals, Customs and Immigration Service, U.S. Marine Corps (USMC), U.S. Department of Agriculture (USDA), and the National Park Service. Included in these efforts was the development of MS office-based dashboards and decision tools that allow users to estimate the potential outcomes of workforce planning initiatives and investments related to staff competency levels; multisector staffing, recruiting, and training costs and benefits; and mission, product, and service staffing to workload modeling.
Mr. Horey has extensive experience with competency modeling, leader development and leadership research, employee training and advanced simulation, staffing-to-workload modeling, training evaluation, market research, employee satisfaction and decision making, and organizational assessment and redesign. This work spans design, development, and execution of field research, assessment instrument development, performance development and training courseware products, and the creation of interactive dashboards and sensitivity analysis tools. Mr. Horey is a frequent presenter at the International Military Testing Association, and has prepared and delivered briefings, reports, and public information materials for executive audiences, television and video productions, and other international conferences.
